To obtain a marriage certificate without parental consent, both parties must be at least 18 years old. A blood test is no longer required in California. The certificate may be obtained from any county seat in California. It will be honored within the state for 90 days. A picture ID such as a driver’s license is required for identification and proof of age. Divorce papers are not necessary if the divorce has been final for over 90 days.
